Policymakers, donors, and implementers must place greater emphasis on the integration of services to prevent and mitigate the effects of violence into health programming and to create an enabling environment for key populations to access healthcare services and reduce their vulnerabilities to human rights violations, and therefore their risk of contracting HIV.
